An issue is an important topic that is worth discussing.
「問題点、論争点」という意味の名詞。
issueは話し合うべき重要な課題という意味を持ちます。
一方problemは、a matter or situation regarded as unwelcome or
harmful and needing to be dealt with and overcome (歓迎されない、あ
るいは有害、そして対処を要し、手ごわいと思われる事柄や状況)と定義でき、ネガティブな意味合いが含まれます。
それに対し、Issueにはnegativeなイメージは少なく、「今話し合うべき重要なこと」という意味合いが強
いです。 今取り組まねばならない課題で、多くの場合、緊急性を伴います。
issueを使うと、目の前のことを厄介なことではなく、あくまでも「前向き
に緊急に対処すべき課題」である、と捉えている姿勢を伝えられます。

「問題になる」は、be/become an issueという表現になり、たとえばこのよ
うに使えます。
This has become an important issue in the company.
これは社内でも重要な問題となっています。
逆に、あまり問題にならなくなってきたら以下のように言えるでしょう。

あまり問題ではなくなってきた。
